FULL-TIME PROJECT OFFICER

Commence: January 2016                                              

Duration: 1 year with possibility of extension

About SILC: Swedish International Liberal Centre (SILC) is a non-profit liberal foundation based in Stockholm (Sweden) that assists democracy development in various countries. The goal of SILC projects is to strengthen organisations and support individuals who are engaged in the promotion of democracy and human rights.

About the position: The Project Officer will have responsibilities within day-to-day office work at SILC Vilnius office (Lithuania) in leading the implementation of election observation and youth activism projects, including management, monitoring, collaboration and communication, strategic design and development, evaluation, reporting, budgeting, research conducting, applications writing etc. The Project Officer will report to the Head of Office and Secretary General.

Duties and Responsibilities

  • Overall responsibility in project planning, management and implementation (financial, administrative, programmatic) associated with running projects and events
  • Liaising with partners from civil society and political parties
  • Financial and administrative planning and coordination of organised events
  • Planning and overseeing implementation of projects, ensuring compliance with financial and reporting regulations
  • Translation (written and/or oral) of project materials as required

 

General Requirements

  • University degree preferably in International Relations, Law, Political Science or other related field desired
  • Fluency in Russian and English (oral and writing skills) is a prerequisite
  • Possession of all needed permissions to work and live in the Republic of Lithuania

Experience and Knowledge

  • At least 4-5 years of documented progressive responsibility experience in programme development in civic education, democracy assistance, citizen participation, election observation, human rights, political field or social media management strongly preferred
  • Previous experience in events/trainings/seminars implementation, management and coordination
  • Understanding the working nature in a highly political environment
  • Knowledge of development trends of civil and political society in Eastern Europe
  • Interest in civic participation, government accountability, politics, NGO work and advocacy activities

  • Good oral and written communication skills
  • Ability to define problems, collect data, establish facts and draw valid conclusions
  • Capacity to work both independently and as a member of a team
  • Good working knowledge of budgeting and accounting procedures
  • Interest in and knowledge of regional political and civic environment
  • Political analysis skills
  • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, partners and programme stakeholders
  • Advanced use of Microsoft Office applications
  • Excellent organizational, managerial and planning skills, attention to detail
  • Ability to prioritize and manage multiple tasks simultaneously and meet deadlines
  • Ability to apply discretion and maintain confidential information
